Publication of electricity and drinking water rates as of January 1st 2022

Kralendijk, 22 December 2021, – Water- en Energiebedrijf Bonaire N.V. (WEB) announces that the rates applicable from January 1st 2022 have been determined and published.

Each year, the rates that the producer may charge to WEB and the rates that WEB may charge to customers are determined and announced by ACM. On December 10th, 2021, ACM established these cost-effective rates that WEB may charge as of January 1st, 2022 (*).

In order to keep the rates affordable, WEB can apply for subsidies for each rate year. The rates for all customers were then determined, taking into account these subsidies.

As previously communicated on November 30th, 2021, the COVID-19 subsidy – whereby the fixed usage rate was fully subsidized for 20 months – has ended. At the same time, an extra subsidy has been made available by the Ministry of Economic Affairs and Climate (EZK) for smaller connections up to 3*50 Ampere.

The relevant changes to the rates are as follows:

Periodic electricity rates

The fixed usage rate for the most common (small) connection has been set at USD 18.71 per month, whereby the extra subsidy has already been added. Without the additional subsidy, the rate would have been set at USD 28.43 per month.

The variable usage rate will be increased from USD 0.2948 per kWh to USD 0.3260 per kWh. This increase is caused by the use of a more expensive fuel type for the production of electricity and a substantial increase in the price of the required oil. This leads to higher costs for the production of electricity at Contour Global Bonaire.

The rate for customers with delivery on the basis of Pagabon will increase from USD 0.2948 per kWh to USD 0.4008 per kWh. This increase is relatively high because at this rate, the COVID-19 subsidy will expire on January 1st 2022, while it ended earlier for the other categories. In addition, for this rate, the increased oil price also leads to a higher rate.

Periodic drinking water rates

The fixed usage rate for the most common (small) connection will be increased from USD 7.00 per month to USD 7.30 per month.

The variable usage rate will be reduced from USD 3.812 per m3 to USD 3.735 per m3.

For customers with delivery via water truck, the rate will be reduced from USD 4.548 per m3 to USD 4.503 per m3.

A lot of electricity is needed to produce drinking water. Despite the fact that the costs for electricity are rising, the variable consumption rate for drinking water is falling. This is possible due to the more efficient production of drinking water with the new drinking water facility.

Billing

The new periodic rates for electricity and drinking water are applied to the invoices from the consumption period with a start date in January 2022. For customers based on Pagabon and the water truck, the new rates are immediately visible from January 1st 2022.

(*) As of 1 July 2022 – depending on the developments in fuel costs – the variable electricity usage rate and the rate for Pagabon will be re-determined.

One-off connection rates for electricity and drinking water

The one-off connection rates, for small connections up to and including 25 meters, have been set at USD 1,578.64 for electricity and USD 1,074.79 for drinking water. This is an increase of 4.3% compared to 2021.
